Though the Delta strain outbreak began in a wealthy eastern suburb, its subsequent explosion in parts of south-west and western Sydney created what many considered to be a two-tiered response. Residents in the declared hot-spot areas experienced harsher forms of lockdown restrictions and more visible forms of enforcement.
